is UBIK, and she perceives the girls as "Sailor Senshi" because her mind
creates images of magical girls to serve as the masks for her friends
acting as supernatural/outside interlopers.
THIS HAS POTENTIAL!
I've even got an ending:

Usagi took a good long look at the Manga Rei had handed her. She'd read
lots of Magical Girl Mangas in the past, including all of Rei's, but
she'd never seen this one. She'd never even HEARD of "Sailor Odysseus".
It took her a moment to recognize the sailor-suited auburn-haired girl
on the cover.
She had an intuition, chillingly, that if she checked Rei's bag, she'd
find the whole run of Sailor Odysseus.
This was just the beginning.
Thanks to Dick, Naoko, and Biles for the characters and concepts showing
up in that bit.

A new Anime company is in town! UBIKAnime produces excellent dubs,
PERFECT subs, sells tapes cheap, and has just licsensed End of
Evangelion, Macross: Do You Remember Love?, and picked up Sailor Moon
from DIC. It is also going to release the manga of Yu Yu Hakusho and
Rurouni Kenshin! UBIK! When other import companies just won't do.
