Save the flames for the marshmallows, kiddo! There is nothing wrong 
with it within the context of the story. Yes, we would think it wrong 
for two people from Earth to do that because people of Earth are taught 
that such things are immoral. However, because the people of Jurai's 
Royal Family are brought up to view this practice as acceptable, Ayeka 
and Yosho do not see this as immoral.

There is a reason for their behavior as well. If the Jurai Royal family 
married outside itself all the time, then its probable that their power 
would dwindle with each consecutive generation until their powers were 
weak or even faded all together. That would leave the universe open to 
attacks from beings like Kain.

Not a pretty thought is it?

	The trick is that it's the OAV continuity where mariage to 
siblings aren't uncommon.  I may be a little off, but as I saw it, it's 
only in the TV continuity that the powers off the Jurai Royal family are 
actually internal abilities they were born with.  In the OAV continuity 
their power comes from their keys which link them to the space trees 
(Like Aeka's headband, or the Tenchi-Sword.)  Which is one reason why 
Yosho's mother Funaho was looking so well preserved in OAV 13 despite 
being a full blooded earthling.
