 Well, as a general fanfic note, it's possible to handle this and similar 
 "it's not done in Japan but it would be interesting if it was" type of 
 things via a "one of the gaijin exchange students at school told me about 
 it, and it sounded fun" plot device. 
 
 That's assuming you're basing the fic on a series that has students as 
 main characters, like Ranma or Sailor Moon. It wouldn't work for, say, a 
 Tank Police or TTS Airbats fanfic.>>
	Um...it might work if:
		1.  Students, as mentioned above.
		2.  It's set in the future - a future where Halloween exists as a holiday in
Japan.
		3.  Person(s) from Western world shows up and kinda make celebrating the
holiday a good idea...  ("You mean that the usual way to get rid of these @@@
ghosts is to wander around in costumes!?!?!?")
