Except, Kimeko got tossed into a different timeline (where she was suddenly
chibi-Venus) and was given specific directions on how to *fix* the timeline
and get back to the one she was from (roughly, get Misako to leave the
timeline she's in).

That was an exception. Pluto was blocking the effects of the new timeline
for Kimeko. Pluto thought it was necessary so that Kimeko could fix what
had occurred in Chapter 20 (i.e. the destruction of Crystal Tokyo).

Like I said, I've been expecting someone to tell Sako and chibi Usa that
they have to fix the timeline ever since they returned from the past of
ToYJ and realized that they were in the wrong timeline when everyone was
changed from how they knew them and Misako was there.

Well I can't promise you it will happen. Then again I can't promise you it
won't either.
