Blood transfusion makes no sense whatsoever.  It wouldn't make someone
into a Saiyan, it would just kill them.

Now if you don't like the differing power levels between universes 
idea,
how about speculating that the DB universe simply has more advanced
training methods?

Stick Ranma there and let him train for a few years, and he'll be able
to match Krillin or Yamcha, at least.  And who knows?  If it's possible
for some humans to remain constantly a notch or two below the Saiyans,
it ought to be possible for other humans to surpass them  (at least
until their next powerup).

Now wait right there!  I'm an avid science fiction reader, and it is a 
perfectly nonsensical plot for blood transfusions to change the  power 
level of Ranma characters.  (It'd be like vampires, only funny).
Furthermore, of COURSE the DB universe has better training methods!   No 
one pays attention!  A long, long time ago I sent a piece of work out 
that clearly illustrated Ryoga becoming powerful enough to fight Cell!
