From what I understand of Sailor Moon (Note that I do not like Sailor
Moon) is that some of her powers (if not all of her powers) comes from
the moon. And since Saiyajins use the moon to turn into ape-beasts.
Would a Saiyajin go ape if Sailor Moon used her powers on that
Saiyajin? Sorry for the spam. And thank you for your time.

Sailor Moon's powers aren't neccessarily based on moonlight. Many of them
are better classified as silver magic.

In any case, a Saiyajin has to see the light of a full moon...or an
acceptable facsimile...in the sky to turn into the oozaru (were-monkey).
