Actually, the author dropped some hints in the early part of the story.
IIRC,
it diverged when the British won the American Revolution.  I would like
more details though.

He also dropped hints that Japan never went into the Tokugawa
seclusion that it did in our Timeline.

This happens *BEFORE* the American revolution, although I
have trouble seeing how they are connected.

On a purely story level the author could have Regular Ranma
go over his memories and a history text-book to work out
where his memory becomes unreliable - perhaps a really
embarrassing moment in history class and Ranma goes
off to the library muttering *Never Again!* to himself.
