My reasoning for not putting it was as follows:

The episodes in question were fairly early on.  Not the opening episodes,
but fairly early on.  In other words, if you know anything about Kenshin,
chances are you've already seen it.  If you haven't heard of it, the names
wouldn't be that familiar.  If you haven't seen Kenshin, but have heard of
it, well... there are other things in this work that will eventually make
this part of it pale by comparison, and eventually fade in the mind.
Moreover, what was said here is not a major part of the entire Kenshin
storyline.  Now... if I were to go around talking about stuff Shishio did,
then I would consider such complaints justified.
