While Kuno may very well harbor the heart of a murderer, I doubt that he
would do something as underhanded as frame Ranma. Too much pride for
that. His ego would merely bask in his baffling of the police as they
flop around Nerima making life difficult for the rest of the cast.
Ranma: Curse plus a LARGE number of negative experiences with females.
Cat-nip(?) found at dojo may implicate someone controlling Neko-ken
state. Point in favor: Can't speak during Neko-ken.
See my reasoning in a reply post to the FFML for why the speech of the
killer in Part 3 doesn't necessarily rule him out in neko-form.
Ryoga: Seen with latest victim... or so Konatsu says.

Could also be trying to frame Ranma. Bakusai Ken-Tetsu would enable
use of shrapnel to rip women apart, arm strength would as well.
The breaking point strike would be way too noisy -attracting attention
in the middle of the night, and the damage would effect the limbs as
well as the areas damaged by the killer in the last four victims. Ryouga
is of course ridiculously strong.
Point
in Favor: misdirection could put him out of range during the last couple
murders.

Mousse: Raised to feel inferior to females, has expressed rage during
the fic. Might be trying to frame Ranma too.
A distinct possibility.
Pansuto: He's a cold, cruel, calculating bastard who may be looking for
a laugh. Also possibly trying to frame Ranma.
He also has a valid reason to hate females, as he has suffered endless
rejection from them due to his cursed form and his forwardness.
Mikado: Not mentioned in fic yet, but his obsession with females may
have gone overboard.
True, but it would really be unfair to the readers if I hadn't at least
*mentioned* the killer either by name or with a scene in the 'fic at
least once by this point. The story's almost at its conclusion. (That's
a hint, guys and gals. Take it for what it's worth.)

Ukyo: 10 years of repressed rage, suddenly gone... but where? May be

I'm not sure where you're going with the nanichaun, here. Why would she
need it?
If anything, the fact that there was no semen present on the bodies,
plus the signs of non-penile vaginal penetration (a sexual assault
because at least some of it is performed while she is alive), indicate
that the killer is either too smart to leave physical evidence that
would form such a specific and distinctive link to him, is incapable of
normal sexual function (physical or psychological impotentence), or is
female...

Again, I think you're proceding from a flawed supposition that the
killer has to be male.
The police themselves are thinking in terms of the male gender simply
because, from a statistical standpoint, there are far more men who kill
in this world than women. 95% of females who do kill, end up murdering a
relation or a lover, not a total stranger, and that female serial
murderers are almost unheard of because of this.
