Lieutenant Commander is a Navy rank.  So far as I know, Guile is a Colonel.
Also, his service branch is the Air Force.  [Two words, both capitalized.]

Whether his rank was Lieutenant Colonel, or Colonel, he would be addressed
as Colonel.

Brigadier General       [One silver star, thus referring to them as 1-star

General                         [Four silver stars = 4-star general]
