Intriguing.  

A few thoughts.

1.  Static electricity would have drained off fairly quickly while
the body was being handled.  I take it then that this report came from
the first people to touch the body?

2.  Would Chun-Li be working the case on behalf of Interpol?

3.  It's not likely that Muldur would call Scully into the office to 
tell her about this when there isn't anything useful she can do until
morning.  Phoning her at home is another matter.  

4.  Isn't it Scully's job to come up with the mundane "poison" 
explanations?
