Guile is of the Lieutenant-type rank.  Either a 1st or 2nd Lieutenant.
The American Street Fighter movie, starring Jean-Claude Van Damme, had to
increase his rank to Colonel so that he could be in command of so many
troups.  The director himself explained this.  (I was watching the LD with
the wrong audio track playing.  It took me a while to figure out what was
wrong.)  This movie, of course, lead to the (American) Street Fighter
animated TV series where he retained his rank from the movie.
