Well, Rand would be 7, right?  SM would probably be 2 or so, the modern
day would be 3 or 4, and the Crystal Millenium would be 4 or 5

SM and Modern day ought to be the same age, because the present day of
Sailor Moon is clearly our own world with magic in the shadows, so to
speak.  I think each age is distinct enough that having a Tokyo which is
identical in two different ages during the same turning of the wheel would
be unlikely.

I'll post my own theory in a little bit.
