As to the when the portal stones were made, it's never explicely stated out loud that it was made during the age of legends, only that they were around back then...

That is not what I said. Either Moirane or "Selene" explicitly said that
they PRE-dated the Age of Legends and studying them allowed the Aes
Sedai of the Age of Legends to learn how to make The Ways. I really
remember this clearly, I just read all the WoT books last month.
