Besides, Tybalt and WW are quite willing to ban other people.  If someone
starts an off-topic thread they don't just tell us to ignore it and delete the
posts; they get rid of the person responsible.  Why can't they get rid of Guy
Under the Bridge?

Because he uses hotmail, which means he can easily switch aliases and
return.

If they notified hotmail, the people at hotmail could ban him from logging into their 
site.
