They can make a judgement call that this falls under "extremely offensive
flames".  Each individual one is only somewhat offensive, but they add up
to a lot of total offense.  For that matter, if they judge that the posts are
intended to disrupt, they can decide that they are automatically offensive
flames and ban them.

They can also just add a new restriction explicitly disallowing the kind of
posts that are the problem, and then keep a close watch on GUtB and ban him
in the future if he keeps doing it after that.  Considering how long GUtB has
been here, they should have done this a long time ago.
