Please forgive my saying so, but this strikes me as a very poor way to
run a contest.
Other than the "no lemons" restriction, you haven't specified anything
about the kind of stories you're looking for -- not even what
manga/anime series they can be based on. You also haven't told us what
the stories will be judged on.
I suggest you reconsider what you're doing. Pick a theme for the contest
-- e.g. sweetest romance, funniest comedy, fic that best showcases a
certain character -- anything that gives us authors (not to mention your
judges) an idea of what you're looking for.
Also, I advise you to set a size limit on submissions. I expect your
judges will appreciate not having to read through 5 MB of fic.
