There is no reason to think that this Japan ever went through an

On the contrary, a British Empire which had support from the American 
colonies would be stronger than ever.  Effectively the United States 
would have been in the Great War from the start (although the Germans 
would still have done well initially since it would take a tremendous 
time for the British to mobilise.)  However, there is also no reason to 
think the Great War took place in this alternate.

thus 1920s Germany would be too stable

and prosperous for the National Socialist German Worker's Party to take
over, thus no Third Reich.

But then we are only told that Germany is a dominant power, not that it 
is ruled by Nazis.  

In point of fact we know that Japan's development must be very different 
further back than World War II simply because it is _more_ sexually 
egalitarian than our Japan (or even Takahashi's).  That would not have 
been a reasonable outcome of Japanese victory in World War II.

I would suggest, however, that Britain should be the third super-power,
given what we know about the history.  A really powerful Germany isn't 
compatible with a really powerful Russia over the long term.
