I have to agree, I thought Verthandi needed a larger role to show her problems and especially why she would want to change her mind. Perhaps having Kami-Sama critize what she has accomplished or comment on it. Perhaps having Skuld show her where she is failing in the future. Perhaps the split was not as complete as they thought and some of Belldandy's love and caring was still felt.
Whatever the reason, it wasn't shown clearly and it really needed to be.
