I haven't read the latter book, but I have read the former, and I assure
you, it is definitely about Scout Finch. It is about how she saw the world
differently over the course of one year. It is about her viewpoints, her
growing up, her life. 

If you think the book is about Atticus Finch, look at the climactic moment
of the story, where 'Boo' Radley rescues 'his' children, and tell me where
Atticus is at that moment in the action.

To go back to the Soliloquies which started this discussion, it is never
really established which of the two characters is more important.
