If they are older than they look, then how is it possible that Belldandy
aged at the same age ass Keiichi? Belldandy and Keiichi look about the
same age when they played together as kids and when Belldandy comes to
grant Keiichi's wish, she looks about the same age as him.

Belldandy is a goddess and is, therefore, probably  able to assume any age she choses 
which will appear pleasing and appropriate to the person she is sent to.  Going to a 
child, she would go as another child, to an adult she could appear as such. I'm sure she 
could appear as an elderly person if need be. We've seen her change appearances twice in 
the OAV series
