This isn't quite true. Ranma's chi abilities have been proven to be
*quite* destructive at times. Particularly during the battle with
Herb, and even in the anime, during the second movie, when he
destroyed the Togenkyou spring and took the majority of Toma's palace
with it. 

I think Videl is the only one Ranma can equal in terms of Ki power
levels...
true she doesn't know how to do porjectiles... but in hand to
hand... she can
hold her own...

Assuming here, of course, that we're dealing with a point in the
Dragonball timeline beyond the arrival of the Saiyajin on Earth. When
Raditz first arrived, even Gokou tended to use Kintou'n to fly rather
than flying under his own power; Yamucha and Kuririn would only take
to the air *during* battle. It wasn't until sometime after the battle
against Vegeta that the majority of the Dragonball warriors began
flying around whenever they felt like it. 

When Raditz first arrived, Gokou's power level was just under 400 *at
rest*. His actual combat power wasn't anything exceptional either,
compared to the power he achieved after he died. Kuririn, Yamucha,
and Tenshinhan, IIRC, were around 300 at maximum...at that point in
the series, the highest power level possible for ordinary humans,
until they were subject to the Room of Space and Time. 

Given the amount of damage Kuririn and Yamucha were capable of around
this time, compared to the amount of damage Ryouga and Ranma are
capable of, I'd place both Ranma and Ryouga at around 250-300 in
terms of raw power. Not anything like a match for Gokou or Piccolo at
the beginning of the Saiyajin arrival arc, but easily a match for
Yamucha and Kuririn, and probably Tenshinhan.

This is all, of course, my opinion, based on observation, and is by
no means an expert opinion. The only person truly qualified to say
what Ranma's power level would read as on a scouter is Toriyama
Akira. (No, Takahashi-sensei wouldn't be qualified to say that...she
didn't create the concept of scouters and Dragonball power levels.
Toriyama-sensei did.)

Well, I won't get into an argument in regards to their relative powers, but
something I think might be valid is the physical laws of their respective
universes.

No one can muster Dragonball power levels in the Ranma verse, just as no
one in the Bubblegum series could muster Ranma level power without a
hardsuit, or cybernectic upgrade.

Taking this into consideration, you could use the argument that if Ranma
were sent to the Dragonball universe, he would be subject to their rules,
and would find his powers heavily upgraded, possible to the pre death level
of Goku, or to Piccolo's level at that time.
He is very nearly the best in his universe, and that would translate over
into the dragonball world.

On the other hand, if you brough a character from the dragonball universe
into Ranma's world, then their power levels would drop accordingly, but
they would still be in the top ranks of fighters. 

Just an idea, not canon of course, but it could offer an explanation to
someone who wanted to cross the series in a way that might make it more
reasonable.
