Earth is unaware of Jurai and there are no legal offices on Earth that

would recognize a 

Juraian document as being either legal or binding.

The blood test required in some locales is to check for venereal disease,
not to do a genetic analysis.  Also, I suspect that Ayeka and Tenchi are
not consanguinous to the degree that would prohibit marriage.  Anyway,
there is no uniform rule.  In some places, first cousins are permitted to
marry and those marriages are usually recognized as valid even in places
that don't permit first cousins to marry.  I think that a grand-aunt could
legally marry her grand-nephew although it's not a situation that comes up
that often.  Since an Earth marriage would require fake documentation in
any event, presumably Ayeka would not be listed as Tenchi's grand-aunt.
