Kiyone is surprisingly willing to believe that Ryoko did it,

considering 

that she is in a perfect position to observe her comings and goings.  

Let's just say she had a rather, "Personal" relationship with one of
the victims.  She's not thinking straight.

Has Ryoko really been out of the system long enough to carry out a 
series of murders in multiple star systems?

That is what is to be seen.
