Have to use my useless info before this is banned. In England it was also
considered a insult because during a war between France and them (can't remember
which war) the French would cut off the index and middle fingers of captured
English archers to disable them. When the English won the war they taunted the
French by showing the index and middle fingers with the palm facing themselves with
a jerking up motion to show that they had not been beaten. Something like that,
don;t remember the exacts right now.

In Australia, when the V sign is given backwards (that is, the
back of the hand is towards the recipient), that's when it means f*** you.
Churchill was giving the straight-out victory symbol.
In Japan, also, it's never read as the "peace" sign. Just good ol'
victory.
