The V-sign (made with the palm facing away from you) stands for

"victory".

The only anime tie-in I've seen is Sailor V's "V for Victory" pose.

The

obscene version of this is withthe palm facing towards you.

Back in medieval days, the French HATED the English (apparently, they
still do). Because the primary British weapon was the longbow, the
French would cut off the forefingers of any prisoners before sending
them home, effectively making them useless as soldiers. The V sign was a
way of saying "Look! I can still shoot!" .
