They basically provide directions for people who get
lost. They also patrol their neighborhoods and such.
Also firearms are extremely restricted in Japan as
are most deadly weapons. Makes me wonder how Nodoka
just simply went around with that katana.

If you are an owner/instructor of a martial artist training facility you can
obtain a permit to own swords and other dangerous weapons for training
purposes.  She is the wife of a trainer, so i supose that could cover it.
Besides, who in their right mind would try to take it away from her? (besides,
she keeps it wraped up most of them time.)
