The last time in the series I'm aware it happened was volume 17 where
Ranma's engagement was switched from Akane to Nabiki. It ended with Ranma
saying 'I love you' to Akane which had meant to say to Nabiki to cause
her no end of pain from the other 'fiancees.' (That's my guess on his 
'revenge') While Akane may not have said their engagement was reinstated,
it is implied. 

The worst case senario though is Nabiki is still engaged to Ranma. Akane
only has the ability to transfer the engagement to one of her sisters. She
can't break the engagement or her honor and that of the Tendo clan is
worthless, since the engagement is bound by giri- family honor.

Akane knows this and it is likely she is using a variation of how a
Japanese mother punishes her children by saying I don't love you and
excludes the child from family activites until the mother is satisfied the
child has been punsished long enough. Akane says the engagement is off
instead since she has never said I love you in the first place. 

Besides, Akane has stated in volume 26/Ryugenzawa that Ranma is her
fiancee which even if she hadn't said they were 're-engaged' before it
would probably count then.
