from what i've seen of the manga and the series, Ryouga is considerably
stronger
 than Ranma. Ranma is faster than Ryouga and tends to be quite a bit trickier.
In the outline i've got so far, Ryouga continues to fulfill his role as
Ranma's rival
 and frequent opponent, each pushing the other to higher levels of skill.
