Let's face it, it's difficult for people to jump into a fic fifteen or
so
chapters in, and some of us don't have the time to read every fic.

I think the point is to read the story from the first chapter, but,
considering the FFML and posting of chapters, that might not be easy
unless the previous chapters were made easily available in each post of
the chapters (that is, please provide a URL with your chapters that
point to previous chapters).
I can't say any writer that's posting a long epic would follow your
suggestion; I myself would rather write another chapter instead.
Of course, what I do is put in little plot point blurbs at the start
of the story that give the reader a general note about what's different.

Speaking of epic stories, I'm thinkin' about starting to post my own,
'Wheel of Fire' series. Actually, I've already posted some of the
stories in the series already to the FFML (those of you who remember
Battle of the Bands and Aftermath, raise your hand).
But my problem is, Hotmail is pretty jerky about creating messages
over 30K in the body of the message, and I know how some of you people
don't like attatchments, but couldn't I just post my stories as
attatchments? It saves a lot of headaches of reformating my stories on
this composer, not to mention it saves me (and you) the trouble of
hunting down partitions of a whole single story.
