I must say, I hate to read a post and find the content shorter than the
subject line! I don't think anything is more annoying than a post
consisting solely of: "Nurse Angel Ririka meets the Olsen Twins!" 

I have *no* problem with people asking if list readers think they've got
a good plot idea for a fic. I do think it'd be a good policy to
discourage one line quips while at the same time keeping the list open
to those with something fleshed out who want to bounce their idea off a
few minds before working on something that comes out non-viable or
already overdone.  And hey, for those who don't want to see any such,
how about we use [idea] as a tag.
