Second, Herb can shape chi as if it were clay (maybe I'm
exaggerating,
but he has complete control over his chi-- which was why the hiryu
shoten ha didn't work on him).
I don't know about shaping chi, the HSH didn't work on Herb because he
was familiar with the technique. This doesn't show any more control of
chi than Ranma has.
Great, I overexaggerated again.
My impression was that Herb didn't know what was coming until Ranma
let loose the whirlwind, and Herb, recognizing the attack, managed to
turn his hot chi back to cold chi so he could protect himself from the
attack. The thing is, Herb managed to do this at a moment's notice. Of
course, when Ranma threw his second whirlwind Herb turned it back on him
(of course we know that was part of Ranma's plan, but that's not the
point).
Okay, if it's not shaping, then call it mastery over chi.
