Well crap... people liked it :)
When I sent this out last night I kept saying to myself "any c&c would be
good... but please God...no MST's." I mean I wrote the bloody thing and I
could see far to many soft and squishy places to puncture my fragile
ego....
well responce has indicated that this was read in a fair-to-middling
way...now I guess I have to actuallly correct the typos and put it out
again. 
 I have a few ideas in mind for some little additions to this but to
clarify (maybe) the ending of this a little (as I sort of understood when
I wrote it:

 A fanfiction writer/anime fan simply does not BELONG in the world of
fiction. To the right persons or people in the story-world this would be
glaringly obvious. Being a fic writer *might* make it possible for said
self-inserted character to alter reality...after all to them it's still a
work of fiction. Fiction writers are after all creators even if only small
ones. What if the 17th Angel met "a god" (note the small G.) you would
think that the results would be... well unpleasant. I thin,k they would
certainly be worse than anything that happened in the story and would have
made Second Impact seem like a tummy-rumble. This is I guess one
*possible* explanation however...not mine :) 
 But, what if some sort of *grounding* occurs  to the writer...be they
all powerful or simply just there and they are *naturalized* to that
enviroment. Then they simply have to live by their wits and whatever
skills they have.
 Another option is the "antimatter" or doppleganger one : In alternate
earth stories *something* probably happened to the *real* them
from that world as well. *I* mean was the real me for this world replaced
atom by atom while he slept only to wake up at the correct time after the
 test he was in finished. He wouldn't even notice the transition.

 As far as I know York has no plans for suspended animation experiments.
 - Although it does have impressive degrees in Space Science and Human
Kenetics.
 In real life I've been spun in a shuttle control chair while my
enviroment has rotated in the oppisite direction by one department
and had tungston electrodes suved 3 cm under my skin and told to fire off
all my muscles in that area at the same time by the other.
