Shampoo returned in disgrace to her village after abandoning her quest
to kill female Ranma.  As part of her punishment, Cologne took her on a
training trip to Jusenkyo.  From there, things happened much as they did
for Ranma.

Apparently, Cologne didn't KNOW about the curses because of... plot
convenience?  There's no indication of an ulterior motive, but it does
seem strange that Cologne would behave as stupidly as Genma.  On the
other hand, Cologne couldn't have known about Ranma's phobia, and
Shampoo's curse is more of an obstacle to her plans than anything else.
Would you want to marry a girl who turned into a monster when she got
wet?

I have to wonder if Shampoo wouldn't harbor a bit of resentment towards
great-grandmother about this.
