The beat cops and folks on the street certainly would, but

Chief Todo certainly counts as a high ranking person, and he tacitly
supported
the KS in that he never stopped Leon from associating with them.

They never did show any 'flashback' episodes to the time
that he started his career in BTAS, so I feel that's open
to interpretation. And given that they use a lot of material
from the comics, I take in (love him or hate him) Frank Miller's
interpretations.

You read Year One? Bats had swat teams chasing after his butt,
hostile angry swat teams with lots of ammunition.
I OWN Year One. And that's where I'm drawing my opinions from; by
the end,
Gordon was practically breaking out the Batsignal.
And if you go by the other origins stories (the ones from the
forties) he got
in good with James even quicker.

I thought they did when a dive team went to the remains of
Aqua City and got it. Ergo it goes to Mason, therefore to
Largo.
That's what I'm saying; it wentfrom the dive team into that big-ass
red
Superboomer (the BU-99CX1) they fought in episode two. When Nene
jammed the
targeting systems with her ECCM, the box went off-course and fried
both the
Superboomer and itself. And yet later, the box shows up in Largo. I
never got
that.
In Bgc 6 "Red Eyes" At the beginning when the Hyperboomers and Anri
"While disguised as the Knight Sabers" attacked and destroyed The
Genom Factory and Warehouse. They stole a truck that we saw had a
large boomer in the back of it. That boomer could have been the
BU-99CX1 Superboomer from Bgc 2. Remember people Superboomers are
extremely tough. Largo survived a particle beam blast. Why can't this
thing? Anyway the Hyberboomers stole the boomer from the truck and
Largo could have got the black box that way.
