For the OVA continuity of Tenchi Muyo, I've been considering a theory...

Mihoshi is actually a competent detective, of considerable fame. [Kagato
recognized her, and new about the downfall of her service record.]

She got severely overworked, and burnt out. [Thus the complaints and damage
claims on her boss's desk.]

Instead of being retired, or put on medical leave, she was instead placed on
a politically sensitive, but essentially zero activity assignment [patrol of
the non-interference zone of a Juraian colony world, which just happens to
be the birth world of one of the wives of the Emperor of Jurai.]

My theory is that she was actually FRIGHTENINGLY competent, and as such was
always being given the toughest assignments. Eventually a MAJOR assignment
clashed with her fatigue, and with her luck mixed in, she still managed to
solve the case, but the casualty count was up there with a medium
interstellar war.

After-action analysis of her actions as well as the pattern of traps and
other factors relieve her of all blame for the casualties, but because of
her nature [Let's face it, she apparently empathizes with nearly ANYONE...]
she holds herself individually responsible for those people killed by those
she was pursuing.

This self-blame and her burnout cause her to go into nearly catatonic
withdrawal from just about everything....

Because of the apparent results of her own intelligence and competence,
she's subconsciously hiding from her own capabilities, to avoid her
successes hurting others again.

She was not retired from the GP because their psychologists believe that if
her sense of duty was frustrated, it was entirely possible that she would
choose to become a criminal once she recovered, and with her knowing so much
about the GP detective structure, it would be decades or more before someone
could be found that could approach her that she didn't know who had a chance
against her. To have been placed on indefinite medical leave might have
resulted in her committing suicide, probably in a spectacular way. The
emperor of Jurai himself suggested that she be placed in the Earth's
non-interference preserve on patrol duty until she was fit to return to
regular duty. [the patrol duty here is usually handled by a series of GP
detectives for periods of about a year before they're rotated out. Most use
the quiet time for decompression and study.]

Her appearance can be explained by a medically mandated rejuvenation, due to
injuries sustained in her last mission.

Her habit of bypassing locked doors [even Washuu's] is a reflection of her
being so good with locks that she no longer thinks of HOW to bypass the
security...

Washuu was out of contact for thousands of years, and thus is completely
unfamiliar with Mihoshi's record, which explains why she's always so
startled when Mihoshi walks in on her latest attempt to collect samples from
Tenchi.

Any takers on possibly co-authoring the story of Mihoshi's disastrously
successful last mission?

If not, I'd like reactions on the theory.......
