  Just my two cents, here:

  The problem really isn't the initial posting of ideas--I've got one in 
the back of my head that started because of an idea post.

  The SPAM arises when everyone and their brother decides to post a 
different take on the idea.  Seriously, folks, when I came back from 
Memorial Day weekend, I deleted nearly 300 messages before being able to 
sit down to the task of fic writing.  The single most common combination 
of words in the subject headers of posts that were deleted unread? "Re:" 
& "Idea".  Most often, these messages seem to include the words, "How 
about this instead?", or something to that effect.

  If you're not planning to take an idea that someone else has posted, 
try to avoid commenting on it on-list.  If someone does post a "claim" 
to an idea, and you think you've got something pertinent to say about 
it, write the claimant directly.

  If you've got so much to say about it that you think everyone on the 
List needs to see it, then you're already 2/3 of the way to a decent 
shortfic, so take Lurker's suggestion and write it.
