I would hope Usagi gets more mature before she becomes Neo-Queen Serenity but
this is a very good point. The Usagi we know at the end of the comics and TV
series could NOT organize the world under her power as it is seen that she
apparently has done sometime in the future.  This is one of the reasons that a
SM fic that show the rise of Crystal Tokyo have great potential.
