While reading Lurker's latest fic I began thinking about how Crystal Tokyo
could have come into power.  I began thinking how Usagi could become the ruler
of Earth peacefully.  The only believable peaceful take-over I can come up
with would be if there was a large scale crisis on earth.  During this crisis
Usagi (Neo-Queen Serenity) allies the various governments on the planet
together.  The crisis lasts for so long even with all the governments working
together that by the time the crisis is ended everyone on Earth views Usagi as
a leader and savior of the planet.

Now imagine that this was the way Neo-Queen Serenity came into power
originally.  Because of their trip to the future the senshi know that there
will be a Crystal Tokyo.  Not wanting to rely on Crystal Tokyo simply
happening (they fear that if they just do nothing Crystal Tokyo will never
appear causing a time paradox) they stupidly decide to try to get various
world governments to hand over their power to Neo-Queen Serenity.  This is
then seen as a hostile threat by the governments of the world.  All of the
governments are immediately opposed to Neo-Queen Serenity.  When the crisis
finally comes the world is in the middle of a third world war, everyone
against Usagi.  This could make an excellent fic but I've no desire to write
it.  So if any of you want to use this let me know.
