I wouldn't say that.  Goten is still at an impressionable age and being
polite is something that his mother would keep trying to drum into him.

Yes.  Kid.  He _is_ only about nine, or so, years old.
Remember, this is six _months_ after the Buu saga.

If it is only *six months* after the Buu saga, during which he's also
been training with his father, then Goten is most certainly an
overconfident brat who can't pronounce "polite".
