Opening soon, on the theaters of your imagination:
"The Crystal of OZ"
Rei, to Luna:
"I don't think we're in Juban anymore, Luna."
Artemis:
"...PAY NO ATTENTION TO THE WHITE CAT BEHIND THE SILVER CURTAIN!!
BWAAAAHAHAHAHAHA!
As for casting (and forgive the obvious mistakes, it's been a while
since
I've watched any Wiz of OZ adaptations):
Rei Dorothy
Luna Toto
Queen Metallia the wicked witch of the east (The squished one)
Ami the good witch of the north
Usagi the Scarecrow (Sorry, couldn't resist)
Mamoru the Tin man
Makoto the Cowardly Lion
Queen Beryl the other wicked witch
Youmas the flying monkeys and assorted other bad guys
Artemis The Wizard of OZ
Hmmm. May I suggest some additions and alternatives?
Usagi Dorothy (if only because she deserves top billing--she
can trip on the yellow bricks and wail "But I just wanna go
HOOOO-OOOOOOME...!!!" to meet her USDA minimum daily Usagi-isms)
Minako Scarecrow (other than Usagi, who stands most in need of a
brain?)
Rei Tin Woodsman
Makoto ? (I can't see her being exactly cowardly, unless you're
trying to go for the opposite quality...in which case...)
Ami ? (possibly Scarecrow--see Makoto's note)
Sailor Pluto Glinda the Good Witch of the North
Metallia, Beryl the Wicked Witches
Artemis The Wizard (GREAT casting)
Luna Toto
Umino, Naru Leaders of the Munchkins
Haruna-sensei Auntie Em
Mamoru ? maybe another Munchkin?
I think you might just need to add a few more characters to the Oz plot
to get everyone in. I'd like to see the results. Really.

Sailor Foul Ole Ron says:
"In the name of the Silver Millenium hand and shrimp, I'll show you the
wrong end of a ragman's trumpet, I shall. I tol' 'em. Buggrit."
