I've seen something of this sort before.  However, the list I found was called
"The Top 100 Things I'd Do If I Ever Became An Evil Overlord" by Peter Anspach
(Anspach@aol.com).   This list also contains 2 annexes which brings the total
number of rules up to about 231 (at last count).  ^_^

I don't know (and I won't argue about) who deserves credit for putting
together this absolutely hilarious piece of work.  But it could be that "70
HELPFUL HINTS..." be an older version of "The Top 100 Things...."  ::shrug::
