I'm in the same situation.  I've never heard of the Spartan Institute of
Higher Education either.  So, I also don't know what the hell is going on.

You're not the first to make the same complaint...  Sorry, and serve me
right for picking on a little-known series.

The "Spartan Institute for Higher Education" is the school from Kekko
Kamen, and Kuno has apparently seen the title character in action.  She's a
"superhero" who doesn't wear a costume -- or, well, anything at all,
really.  Mask, boots, gloves, and that's all.  A somewhat perverse series,
but very funny.
