Is it really that bad in the manga version?  In the anime version, the
sisters still lived in the Green Castle apartments, albiet w/ no older

They did in the manga, too, but you could see the signs.  Gangs were running
rampant through the streets.  

As an aside, in KOR TV you saw gangs running rampant quite often, both guy
gangs and girl gangs. I thought the girl gangs were scarier (including the
one scene of a literally army-sized girl gang marching down the street,
rank after rank, looking for Madoka)
