Actually, it takes place in the year 1878. Kenshin wandered ten years

Wow. Historically, though, by this time--heck, by the later years
of Tokugawa, the samurai class had become a bunch of bureaucrats, and not
the once vaunted defenders of the Land of the Rising Sun. I guess the
charas in RK must the few exceptions....
I was under the impression that this was a part of the show. One
of its central struggles was that of Kenshin et al. trying to stay
relevant. In the episodes I've seen, it adds a nice touch of tragic
desperation. Of course, there are doubtless some story arcs
that could easily have taken place a century or two earlier, but the
modern world does play an active role.
This thread is getting OT, of course, but I'm happy to see some
serious attention being paid to a fairly non-standard fanfic base. At
this rate, this will prove a watershed year for good non-Ranma fics.
