I have a problem with this concept of second-level senshi.  For one 
thing it's a bit of a stretch that Neptune and Uranus's deputies in 
the Moon Kingdom were also gay.  The two outermost inhabited planets
must have a nasty birthrate problem.  It would probably work better if
they were just new recipients of the power rather than Millenium 
reincarnates, particularly since the idea of certain individuals willing
themselves to become "normal" humans is absurd when you consider just 
who some of those people are.  Kamui?  Ranma?  Hinako?  Oh yeah, normal
is the first thought that comes to mind with these people.  Besides,
the Sailor Starlights weren't _in_ the Silver Millenium to be 
reincarnated.  They're aliens, y'know.
