Yes,

We have to ask if it's okay before doing sequels or side-stories
to a ficwriter's personally created scenario?

Yes.

Then why don't we have to get permission from Japanese manga
artists in order to write fanfiction to begin with?

What we are doing is illegal.  Out of respect, we should provide disclaimers
crediting the source material.  Obviously it would be well-nigh impossible
(not to mention ill-advised) to try to get in contact with the original
Japanese artists.  It's much easier to get in touch with a fanfic author.

... THAT IT'S ALL JUST FANFICTION AFTER ALL!?

This is a matter of simple respect and common courtesy.  Like saying
"Please" and "Thank You".  No major crime if they are omitted, but it
certainly makes the world a more pleasant place if you use them.

The same thing can be said about obtaining a fanfic author's permission.  No
large sin for not doing so, but it's certainly much more polite and
respectful.
