Except magic is NOT a tool, it is simply another manifestation of human 
dexterity capable of fielding a wide range of other tools.  Let's consider 
the following illustration.

Simon discovers he possesses a certain magical capability.  This capability 
is much like his other capabilities; like a dexterous hand (w/ opposable 
thumb), and in collaboration with an intelligent, problem-solving mind, he is 
able to manipulate the world about him.  However, if Simon uses his magic on 
an object for the sole purpose of manipulating that object (ie-, moving an 
object from point A to point B), then no technological system exists.  
However, if Simon used his magic to manipulate a chisel to carve a sculpture, 
on the rock's face, then the chisel represents a technological output for his 
talents.  Similarly, if Simon used his magic to construct a stronger, 
sharper, and more durable chisel, then--through magic--Simon has effected a 
qualitative advancement in technology: his magic manipulates the chisel with 
far greater ease (and in a smaller period of time) due to the chisel's 
superior make over its predecessor.
