Because when Lum zaps him, it's usually because Ataru has done something.

Unless you think that her claim of marriage to Ataru is valid, then he's
done nothing *to her.* If Ataru glomps Sakura, then Sakura has grounds
for pounding him; Lum doesn't, unless she's doing it on Sakura's behalf
-- and I think it's pretty clear that she isn't.
