Well, the DD was originally in the Orca shuttle that crashed with Sylvie
and Anri, and the SDPC owns the Orca, as well as the Genaros space
station that it was launched from. However, Genom has so much influence
on the SDPC that "SDPC is effectively a puppet of Genom" -(p 55) BGC
RPG, R. Talsorian games (is that canon? i was never quite sure),
besides, from the comments that Largo makes later on, we can assume as
much anyway. According, again, to the BGC RPG sourcebook, the DD was
"secretly developed at GPCC by Flint's Genom splinter faction, and was
shipped to SDPC's Genaros station for illegal sale to the communist
bloc" (p 137) (GPCC being portrayed as controlled by a group of rouge
Genom execs). I don't think that was directly stated in the film,
though. As far as I can tell, Genom proper, at least, had no real hand
in the DD, and no official knowledge. Then again, knowing Quincy, he
might have known and just let them take the fall. Either way, Genom
couldn't claim the DD as offically theirs, as it would ruin their
reputation as a "respectable company" (Quincy's description of Genom's
standing to Mason, either the 1st or 2nd video). Either the ADP or the
USSD would have siezed it then. I'm not sure which way that would go, as
it was illegal (point for ADP), but military tech (point for USSD). If
USSD took it, Genom could get it from them, as they own USSD anyway.
(Largo infers this in Red Eyes, I think, when he was still hiding out).
Oh, and about Genom owning the ADP, or exerting influence. I could see
Genom exerting pressure as a taxpayer, which would be enough to get Leon
off of those cases that threaten to expose genom, but I think it more
likely that the high mucky-mucks in ADP just don't want to mar Genom's
good name. Again the taxpayer thing, but Genom doesn't have to exert
influence personally. Besides, consider how many investigations are
going on at once in the ADP. Genom can't watch them all, and every time
Leon gets a case that'll be bad for Genom, he gets shut down. (well,
they try anyway, hooray for Chief Todo).
And if you're going to point out the McLearen-Giant boomer incident that
marred Genom's rep, or the Miriam Yoshida incident, DD was in Moonlight
Rambler (ep 5), the boomer giant was in Double Vision (ep 7), and
Yoshida was in Scoop Chase (ep 8), not to mention he was doing it
without Genom's knowledge (Officially. I think Quincy knew what was
going on.)
